The Ministry of Gender, Children and Social Protection has officially launched its Five-Year Strategic Plan 2026–2030, establishing a strategic roadmap to guide the Ministry’s work over the next five years.
The launch, held at the Ballroom of the EJS Ministerial Complex in Congo town, brought together government officials, development partners, United Nations agencies, civil society organizations, women’s organizations, and stakeholders amongst others.
The new Strategic Plan provides a comprehensive framework for strengthening the Ministry’s institutional capacity and advancing its core mandate in gender equality, child protection, social inclusion, and sustainable livelihoods.
Delivering a special remark at the launch of the Strategic Plan, Hon. Gbeme Horace-Kollie, Minister of Gender, Children and Social Protection emphasized the importance of translating the Ministry’s strategic priorities into meaningful and measurable results for the Liberian people.
According to the Minister, the Strategic Plan positions the Ministry to become a stronger, more adaptive institution one capable not only of responding to present challenges but also of anticipating emerging risks and developing innovative and sustainable solutions.
She emphasized that no strategic plan, regardless of how comprehensive or ambitious, can succeed without adequate resources, effective coordination, sustained political commitment, and the institutional capacity required to translate priorities into tangible results.
The Plan gives particular attention to vulnerable and underserved populations, including women and girls, children, persons with disabilities, older persons, and vulnerable households, while promoting stronger systems for protection, empowerment, inclusion, and sustainable livelihoods.
However, Minister Horace-Kollie underscored that its significance lies in moving the Ministry beyond fragmented interventions toward a coherent, integrated, and results-driven framework that aligns national priorities, institutional responsibilities, available resources, and measurable performance outcomes.
The Minister noted that the Plan provides strategic direction for strengthening policy implementation, deepening collaboration among government institutions and development partners, expanding access to essential social protection services, and reinforcing accountability across all areas of the Ministry’s mandate.
“Implementation requires more than goodwill; it demands strategic investment, strong partnerships, and the collective determination to turn our priorities into practical outcomes,” the Minister stressed.
The Minister further noted that the success of the Plan must ultimately be measured by its impact on the lives of the people the Ministry serves.
She said: “Over the next five years, women must experience greater protection and opportunity, children must benefit from stronger safeguarding systems, survivors must have improved access to timely, dignified, and appropriate services, and vulnerable individuals and families must experience a more responsive and inclusive social protection system.”
“This is the promise of our Strategic Plan, and it is the standard against which its success must ultimately be measured,” the Minister stated.
The Minister also reassured development partners, government institutions, civil society organizations, the private sector, and other relevant stakeholders of the Ministry’s readiness and determination to implement the Plan effectively.
For his part, the Chief Launcher of the Strategic Plan, Dr. Josiah F. Joekai, Jr., Director General of the Civil Service Agency (CSA), lauded the Ministry of Gender, Children and Social Protection for reaching this important milestone, describing the launch of the Five-Year Strategic Plan as a significant step toward strengthening the Ministry’s institutional effectiveness and advancing its national mandate.
Dr. Joekai reaffirmed the CSA’s commitment to working with the Ministry to ensure that staff welfare remains a priority. He also pledged to collaborate closely with the Minister to strengthen institutional capacity and support efforts to achieve the objectives outlined in the Strategic Plan.
His commitment underscores the importance of investing in the people responsible for delivering public services, recognizing that a motivated, supported, and capable workforce is essential to effective institutional performance and the successful implementation of government priorities.
On the occasion, the Minister further expressed profound gratitude to His Excellency Joseph Nyuma Boakai, Sr., President of the Republic of Liberia, for the confidence and opportunity afforded the Ministry to serve the Liberian people, as well as for his demonstrated political will and continued commitment to mobilizing resources in support of national development priorities.
The Minister also acknowledged the Ministry of Finance and Development Planning for its critical role in resource mobilization and fiscal coordination, noting that its support is essential to translating the Ministry’s strategic priorities into practical results.
Appreciation was equally extended to development partners and stakeholders for their continued collaboration, technical assistance, and investment in strengthening the Ministry’s institutional capacity and advancing its mandate.
The launch was attended by a cross-section of civil society actors, local and international development partners, representatives of the One UN, and government ministries and agencies represented by their Gender and Social Inclusion Coordinators.
The Strategic Plan also recognizes the importance of strong partnerships in achieving the Ministry’s objectives.
Meanwhile, the Ministry has reaffirmed its commitment to the effective implementation of the Five-Year Strategic Plan 2026–2030, with a focus on strengthening institutional performance, improving service delivery, promoting gender equality, protecting children, and expanding social protection for vulnerable and marginalized populations.
