More than three years after the brutal killing of 28-year-old Charlotte “Charloe” Musu, a group calling itself the Concerned Citizens of Liberia has renewed pressure on the Government of Liberia to reopen the investigation and finally determine who was responsible for her death.

In an open letter dated August 17, 2026, the group called on President Joseph N. Boakai, the Minister of Justice, the Inspector General of the Liberia National Police and the Joint Security to launch what it described as an “independent, credible, and impartial” investigation into the unresolved killing.

Musu was found stabbed to death on February 22, 2023, at the Brewerville residence of her aunt, former Chief Justice Gloria Musu Scott. The renewed demand comes nearly two years after the Supreme Court of Liberia overturned the convictions of Scott and three others in the case, leaving the central question of who killed Musu unanswered.

According to the concerned citizens, the Supreme Court’s August 28, 2024 decision, while acquitting the accused, did not establish who was responsible for Musu’s death. However, the group is now demanding that the government move beyond the previous investigation and pursue what they describe as outstanding forensic and investigative leads.

In the letter, the group pointed specifically to conflicting forensic testimony presented during the trial. According to the letter, defense expert Dr. Matthias Okoye testified that the nature and pattern of Musu’s wounds were consistent with an attacker of considerable muscular build and that male DNA was recovered from beneath the victim’s fingernails.

The group said that testimony was contradicted by the State’s forensic pathologist, creating what it described as a major unresolved evidentiary conflict. Therefore, they are calling for international forensic, investigative and legal assistance to be incorporated into any renewed probe. Moreover, the letter reignites public allegations previously made by lawyer Cllr. Jerome Verdier against former Monrovia City Mayor Jefferson T. Koijee.

According to them, Verdier had publicly alleged that Koijee orchestrated Musu’s killing, with the alleged execution carried out by a man identified as Varlee Telleh. But Koijee has repeatedly denied the allegations and has called for an investigation, saying that credible evidence should either lead to prosecution or clear him publicly.

The concerned citizens acknowledged that Koijee has never been convicted by any Liberian court in connection with Musu’s death. They also referenced a 2024 Liberia National Police position that Koijee was not linked to the investigation, as well as a subsequent public apology by an activist over accusations against him.

Meanwhile, they are demanding that the Boakai administration provide a comprehensive public report within 90 days outlining concrete steps taken to identify, apprehend and prosecute whoever is responsible for Musu’s death.

They are also calling for the government to publicly address the allegations involving Koijee, arguing that the matter should be settled through evidence and due process rather than continued public speculation.

“Charlotte ‘Charloe’ Musu deserves justice. The Republic of Liberia deserves the unvarnished truth,” the group declared. The latest appeal places renewed public attention on one of Liberia’s most controversial unresolved killings and challenges the government to demonstrate whether its commitment to accountability will extend to a case that has remained without a definitive answer for more than three years.
