The governments of Liberia and Portugal have concluded a Memorandum of Understanding (MoU) aimed at further strengthening the cordial relations between the two countries through structured political and diplomatic consultations.

The government of Liberia, through the Ministry of Foreign Affairs, was represented by His Excellency Dr. Teeko Tozay Yorlay, Ambassador Extraordinary and Plenipotentiary of the Republic of Liberia to the Portuguese Republic, while the Director-General for Foreign Policy, Ambassador Helena Malcata of the Ministry of Foreign Affairs, represented the Portuguese Republic.

This understanding reflects the shared commitment of Liberia and Portugal to deepen bilateral cooperation, promote mutual understanding, and advance common interests at the bilateral, regional, and international levels.

Pursuant to the MoU, the two parties will establish a Political and Diplomatic Consultations Mechanism to facilitate the promotion, implementation, and review of cooperative initiatives of mutual interest. The mechanism will provide a structured platform for the regular exchange of views on key issues and for consultations on developments within international fora. Meetings will be agreed biennially on an alternating basis in Liberia and Portugal, with the possibility of additional sessions, including in international settings, as may be mutually agreed.

The consultations will be co-chaired by the Ministers responsible for Foreign Affairs or their designated representatives and may include other relevant officials, as appropriate. Participation will be determined in accordance with the agenda of each meeting. The mechanism will adopt its own rules of procedure, and records of meetings will be prepared and signed by the co-chairs, in accordance with the respective domestic laws of the two countries.

The MoU further provides for the organization of study visits and exchanges between experts of both countries, with a view to fostering knowledge-sharing and encouraging the development of specific areas of cooperation. Working groups may also be established, as necessary, to address particular issues in greater depth, with outcomes reported to the co-chairs.

Both countries reaffirm the importance of maintaining regular contact between their respective diplomatic missions to further strengthen cooperation and coordination on matters of shared interest.

This Memorandum of Understanding represents a meaningful step in further consolidating the longstanding and friendly relations between Liberia and Portugal, underscoring their shared commitment to dialogue, cooperation, and constructive engagement in addressing regional and global challenges.
