Residents of District #7 in Montserrado County have accused their representative, Emmanuel Dahn, of running a political ambulance service that prioritizes campaign goals over patient care. Speaking to reporters in Monrovia on Wednesday, December 10, 2025, several residents of District #7 expressed frustration with their lawmaker, who they alleged is running a “campaign ambulance service” that is not providing genuine medical services to save lives.

‎‎According to residents, the ambulance service is woefully inadequate, with no medical assistants on board to provide first aid to patients. Instead, the driver is responsible for collecting sick individuals and dropping them off at hospitals.  The ambulance only has a driver with no medical assistant on board who should be administering first aid before reaching the hospital, patients are supposed to be taken care of; however, it is the opposite, they said.

‎‎Gerald Guah, a resident, stated that the lawmaker should shift his focus from organizing sports tournaments to improving the district’s medical facilities. He claimed the ambulance is primarily used to transport deceased individuals. ‎‎‎These accusations came as a result of a resident who had fallen sick. They called the district ambulance to help the man, but when the ambulance arrived to pick him up after an hour, it allegedly returned the sick resident to the community due to a shortage of beds at J.F.K. Hospital.

The situation escalated when the ambulance driver suggested dropping off the sick man, sparking tension among residents. ‎Residents claimed that the ambulance service is being used as a campaign tool, with the lawmaker using it to gain political favor rather than providing a genuine service to the community

‎Responding to the allegations, the driver of the ambulance said the sick man was taken to JFK Hospital for medical treatment, but the hospital reported that there were no available beds. He alleged that the sick person had no relatives to identify him. This action was heavily resisted by residents. When asked if the lawmaker was aware of the situation, he responded in negative, claiming that this is the second time the ambulance has picked up sick people with no relatives. ‎‎When contacted for comment, Representative Dahn’s office could not be reached.
