‘Reinforcing Accountability’…Boakai, Officials Sign Performance Contract, Code of Conduct

During the signing of the Performance Management and Compliance System (PMCS) and the Code of Conduct at the Executive Mansion in Monrovia, Wednesday, December 11, 2024, President Joseph N. Boakai urged government officials to perform at a higher level for the benefit of the citizens and the country at large.

Boakai led government officials to sign the performance contract along with the Code of Conduct aimed at reinforcing accountability and integrity.

The Liberian leader said, “You must perform at the highest level, including delivering on the government’s priorities to achieve the developmental agenda we have set for the next five years by way of the ARREST Agenda for Inclusive Development (AAID).”

He said the signing of the contract document is to affirm officials’ commitment to the Code of Conduct, an important instrument to promote good governance, and should not just be a ceremonial act, but a declaration of determination to transform the way government works for the benefit of the Liberian people.

“For far too long, our systems have struggled with inefficiencies that have hindered the delivery of essential services and the achievement of our national development goals,” he said.

Boakai said the Performance Management and Compliance System will help turn the page by equipping officials with the tools to plan better, measure progress more effectively, and hold themselves accountable for results.

He said the system represents a fundamental shift in how they govern. Thus, it has established clear performance targets for every ministry, agency, and commission; adding that the government will ensure that it continuously monitors and evaluates the progress against those targets.

“Most importantly, the system will allow us to respond proactively when challenges arise, ensuring that we remain on track to meet the needs of the Liberian people,” Boakai said.

He said he always believed that the true measure of leadership lies in delivering results that improve the lives of the people.  “Governance is not about promises; it is about performance, and performance begins with accountability. That is what the PMCS is about- ensuring that every dollar spent, every policy implemented, and every decision made contributes meaningfully to the progress of our nation,” he said.

President Boakai said the PMCS gives every Liberian a reason to trust that their leaders are working in their best interest and are fully committed to meeting their expectations.

He encouraged the Director General of the Cabinet and thanked the Cabinet Secretariat and PMCS Technical Working Group for their strong commitment to this initiative.

 

The President described the ceremony as a new beginning, a day that will be remembered as the moment “we took a decisive step toward building a Liberia that works for all its citizens.”
