The National Lottery Authority (NLA) has officially launched its Five-Year Strategic Plan (2026–2030), outlining a comprehensive reform agenda to transform Liberia’s gambling sector through modernization, stronger regulation, and sustainable growth. Speaking at the official launch, Director General Peter L. Solo described the plan as a bold roadmap designed to reposition the Authority as a modern, accountable, and socially responsible regulator aligned with international best practices.
The strategic framework is anchored on five key pillars, including governance and institutional reform; strengthened regulation and enforcement; modernization of lottery operations and products; digital transformation and integration; and enhanced social responsibility and good cause funding.
According to Solo, the plan seeks to reinforce internal systems, promote transparency and accountability, and create a well-structured gaming environment that protects players while safeguarding stakeholder interests. He noted that particular emphasis will be placed on finalizing and implementing Regulations 005 and 006 to establish regulatory authority over online gaming platforms and other digital initiatives.
The Director General also highlighted plans to introduce innovative lottery products and modern operational systems to boost revenue generation, improve competitiveness, and enhance customer engagement across the country. Beyond regulation and revenue growth, the NLA’s strategy underscores its commitment to social impact, including increased support for persons with disabilities and other vulnerable groups through strengthened welfare and good causes funding initiatives.
Solo commended the Board of Directors, consultants, and members of the Strategic Plan Committee for their technical contributions and collaboration in crafting the document, describing the plan as a shared vision to reposition the Authority as a model regulatory institution within the sub-region.
Launched under the theme, “A Modern, Accountable and Socially Responsible Gaming Regulator,” the five-year strategy signals a decisive shift in the NLA’s operational and regulatory direction, with a renewed focus on innovation, transparency, and national development.
