“Promises To Cash Delays End” … Boakai Launches Instant Payment System

President Joseph Nyuma Boakai has launched Liberia’s Instant Inclusive Payment System (IIPS); declaring it a decisive break from cash-driven inefficiencies and a major step toward financial inclusion, transparency, and faster government payments.

Speaking Tuesday, December 16, 2025, at the EJS Ministerial Complex in Congo Town, President Boakai said the new digital platform will enable Liberians to send and receive money instantly, securely and affordably, while allowing government salaries, social transfers, and contractor payments to be processed in real time.

“This is not just technology; it is a promise that progress will not leave our people behind,” he said. During the gathering, Boakai described the IIPS as a core enabler of his ARREST Agenda, Agriculture, Roads, Rule of Law, Education, Sanitation and Tourism.

Under the Central Bank of Liberia’s leadership, the system links banks, mobile money operators, and other financial institutions, reducing reliance on cash and cutting delays that have long plagued public and private transactions.  The President said farmers will receive payments without waiting weeks, market women will trade without fear of theft, and small businesses will transact instantly, improving liquidity and growth.

Boakai emphasized that digitizing government payments will reduce leakages, improve accountability, and strengthen public trust.  Also, he added that transparency is justice, noting that civil servant salaries, pensions and social safety-net transfers will now move faster and more efficiently.

Boakai, however, challenged Liberian youth and innovators to build digital products on the new platform, saying IIPS opens doors for entrepreneurship and investment in a global economy that rewards speed and efficiency. Unveiling the system’s brand, “Crafting an Instant and Inclusive Liberia”, the President described IIPS as a nationally owned solution designed to serve all Liberians, regardless of income or location.

He commended the Central Bank of Liberia, the Ministry of Finance, financial institutions, mobile money operators and development partners for what he called “a landmark achievement made possible by collaboration.” While celebrating the launch, Boakai cautioned that IIPS marks only the beginning of a broader digital transformation, urging citizens, businesses and institutions to adopt and trust the system. “Financial inclusion is not a privilege; it is a right. Together, we can build a Liberia where opportunity belongs to all,” the President narrated.
