Mass Dismissals Expected …As Civil Service Agency Recommends

The Civil Service Agency (CSA) has recommended the dismissal of 84 employees from the Ministry of Post and Telecommunications following a personnel credential verification process. The recommendation follows findings of excessive absenteeism, with affected employees reportedly absent for 14 days or more.

‎‎Josiah Joekai, Director General of the CSA, submitting the verification report to the Deputy Minister for Administration, Augustine Soway Karpeh in Monrovia on Monday, December 15, 2025, stated that the process uncovered more than 84 employees with documented prolonged absences.

Additionally, the report suggested suspending without pay 19 employees who were absent for between 7 and 13 days over two months. The blocking of salaries for 59 unverified employees who were not physically present during the verification process will also be removed.

‎‎The CSA’s Director General reaffirmed the agency’s commitment to cleaning the payroll system and restoring transparency, noting that the report demonstrates commitment to upholding the highest standards of integrity and transparency in the public sector.

As the agency responsible for overseeing the civil service, the CSA plays a critical role in promoting good governance and accountability throughout the government. The measures include declassifying employees who have been trained and qualify for promotion, as well as placing unqualified or misplaced employees in their rightful payroll positions. These steps aim to enhance efficiency and effectiveness within the government, the Director General lamented.

‎‎Receiving the report on behalf of the institution, Deputy Minister Karpeh expressed gratitude to the CSA for its diligent work.

However, he also called for a review and restructuring of employee salaries. Karpeh highlighted that the Ministry is among the lowest paid in Liberia and stressed that prioritizing employee well-being is essential to motivating staff and improving government effectiveness.

The verification reports cover various aspects of government employees’ qualifications, including their educational backgrounds, work experience, and skills. The reports also identify areas where additional training or support may be needed to ensure that employees can perform their duties effectively.
