LERC Goes Digital…Launches Regulation For Electrical Professionals, Contractors

The Liberia Electricity Regulatory Commission (LERC) has launched its digital portal for the certification and licensing of Electrical Professionals and Contractors Regulation. The launch of the digital portal aims to enhance the understanding of the Interview Panel and Service Providers.  Speaking at the launch Friday, May 30, 2025, in Monrovia, LERC Chairman Claude J. Katta said it is not only a technological milestone but also a strategic step toward safety and professionalism in the sector. He recalled that in 2023, the Liberia Electricity Regulatory Commission published the Certification and Licensing of Electrical Professionals and Contractors Regulations, which set forth clear qualification criteria for professionals and contractors engaged in electrical work.

Chairman Katta narrated that the regulations apply to individuals involved in a wide range of activities, including the design, installation, commissioning, maintenance, repair, inspection, testing, and energy efficiency contracting related to electrical systems.

“Under these regulations, LERC has introduced two types of certifications and three types of licenses, Certification for Electrical Professionals, Certification for Electrical Inspectors, Energy Auditors’ License, Solar PV Installers’ License, Electrical Contractors’ License,” he stated.

LERC Chairman explained that globally, electrical work, whether residential or commercial, must be conducted or supervised by a Licensed Electrical Worker. It includes but is not limited to, installation, repair, or modification of electrical wiring, Addition, extension, or replacement of power points (e.g., outlets, switches, lighting), Repair or replacement of consumer control units or circuit breakers.

He said that the class of Licensed Electrical Worker required depends on the complexity and scale of the electrical installation.  “While home installations may only need the services of an electrician or inspector, larger systems, such as those managed by service providers, require skilled electrical technicians or engineers,” Katta added. The chairman strongly advised consumers to engage only licensed individuals for electrical work; adding that once the examination and licensing processes are fully rolled out, a directory of licensed professionals will be accessible on the LERC website and portal.

“Licensed professionals are authorized to operate based on load capacities and voltage levels as stipulated in the regulations. Most importantly, always verify the validity of a professional’s license before allowing any electrical work to begin. This can be done by checking the individual’s Licensed Electrical Worker ID card, which will be issued by the Commission,” he emphasized. Therefore, Katta called on all electrical professionals and contractors across Liberia to visit the newly launched portal and begin the registration process to obtain their certification and license.

Also speaking, Don Bosco Electricity Trainer, James Sengbe, called on the LERC to use the regulatory license to empower and help build professional competence, quality, and ensure safety, among others. For his part, LOIC Program Director, Ben Q. Frederick, said the institution will give its support to ensure that the certification and licensing of the Electrical Professional and Contractors Regulation digital portal becomes a success.
