Lawmaker, Lawyer Fined For Disrupting Court

Judge Roosevelt Z. Willie of Criminal Court “A” at the Temple of Justice in Monrovia has ordered Representative Samuel Enders of District#6, Montserrado County to pay US$150, while Atty. Gbawou Kowou pays US$100 within seven days after causing disruption of court activities. Judge Willie fined the both parties and found them guilty of the crime of misconduct which actions resulted in the clerk being assaulted.

He then ordered Rep. Enders and Atty. Kowou to pay the said amount in one week in the Judiciary Account for disrupting the court activities and injuring the clerk of the court.

After investigating through the amicus-curiae, Cllr. Sandra Howard, who was present during the incident, Judge Willie fined  Atty Kowou for starting the confusion by telling another person that Rep. Enders should not be referred to as pastor/reverend as such; Rep. Enders is being punished for restraining Atty. Kowou from leaving the courtroom when the Magistrate ordered him to do so, but instead brought pretty close to 20 thugs or on the premises of the court compound and then disturbed the operations of the court and assaulted court officers.

The judge said failure for any of the parties to pay the amounts in the Judiciary Accounts within the timeframe stated, he will be left with no alternative but to take the appropriate and legal action against them so that they can comply.

It can be recalled that the Stipendiary Magistrate of the Paynesville Magisterial Court, William G. Saygah, wrote a communication to Judge Willie complaining Representative Samuel Enders of District #6, Montserrado County, concerning his attitude exhibited at the Paynesville Magisterial Court by bringing 20 thugs (hooligans), which he (Enders) referred to as personal securities, within the court’s vicinity to drag and flog Atty. Kowou, while court proceedings were being conducted.

As a result of Rep. Enders’ actions according to Magistrate Saygah’s complaint, some court officers to include the Clerk of Court Hector Dolo were assaulted and that he the magistrate did everything possible to peaceably resolve the situation with Rep. Enders but he refused and continued his outburst along with his thugs.

Based on the complaint from Magistrate Saygah, Rep. Enders, Atty. Kowou, Hector Dolo, Clerk of the Magistrate Court, Atty. S. Conway and Sheriff Roosevelt Bryant were invited for investigation.
