The Liberia Anti-Corruption Commission (LACC) has announced the complete exoneration of former National Fisheries and Aquaculture Authority (NaFAA) Director General Emma Metieh Glassco from allegations related to corruption.

The LACC stated that, following several months of investigation, no evidence of criminal intent, fraud, or liability was found regarding her management of projects funded by the World Bank. It is worth mentioning that the former NaFAA head was suspended by President Joseph Nyuma Boakai in February 2025 after the institution’s Board raised concerns over administrative and financial management related to the World Bank-supported Liberia Sustainable Management of Fisheries Project.

The Board claimed that over US$800,000 was utilized for the construction of NaFAA’s new headquarters on Bushrod Island, leading to her suspension by the president, which sparked a national discussion. Glassco publicly declared her intention to defend her reputation, asserting that all expenses adhered to the World Bank’s procurement regulations and “no objection” procedures.

The LACC’s investigation was thorough, as investigators scrutinized procurement documents, spoke with stakeholders, and analyzed the financial structure of the World Bank initiative. Their conclusions were clear: there was no criminal intent, no misuse of funds, and no signs of fraud or personal gain.

The LACC asserted that the evidence “did not show any criminal intent or liability on the part of Madam Glassco,” officially absolving her of all accusations. This clearance coincides with prior oversight evaluations, including those conducted by the General Auditing Commission, which reported no negative findings on the project.

With her name cleared and her integrity reaffirmed, focus now shifts to Glassco’s future endeavors. Whether she will return to public service, engage again with the fisheries sector, or take on a new national position is yet to be determined. What is evident is that she emerges with renewed credibility and a restored reputation. The document received approval from the commission’s executive chairperson, Cllr. Alexandra K. Zoe, and no charges were brought against Glassco as a result of the investigation.
