The operations of Liberia Traffic Management Incorporated are facing resistance as the Supreme Court of Liberia, through its Justice in Chambers, has scheduled a conference in connection with a petition for a writ of prohibition filed by the Management of Modern Development & Management Corporation (MDMC).

The petition seeks to immediately halt the Vehicle Registration and Driver’s License operations currently being conducted by Liberia Traffic Management (LTM). According to a communication from the Office of the Clerk of the Supreme Court, the conference is set for Friday, February 27, 2026, before Associate Justice Yussif D. Kaba. The hearing will take place in chambers at the Temple of Justice in Monrovia.

The petition was filed by Modern Development & Management Corporation, represented by its Chief Executive Officer, John S. Youboty Sr., against the Ministry of Transport and Liberia Traffic Management Inc.

The Ministry of Transport is represented by Minister Sirleaf R. Tyler, while Liberia Traffic Management Inc. is named in the suit through its authorized representatives in Monrovia. In its filing before the Justice in Chambers, MDMC argues that it holds a valid nine-year contractual agreement with the Ministry of Transport, granting the corporation exclusive authority to manage and perform specific functions related to the production and administration of Vehicle Registration and Driver’s Licenses in Liberia.

The company is seeking a writ of prohibition to prevent LTM from continuing operations it believes infringe upon its contractual rights, pending a full determination of the matter by the Court. The outcome of Friday’s conference is expected to determine whether the Court will issue an alternative writ or take further action in the dispute, which could have significant implications for the administration of vehicle registration and driver’s licensing services in the country.

The Ministry of State for Presidential Affairs has instructed the Ministry of Transport to cease operation on vehicle registration and driver’s license on March 1, 2026, thus paving the way for LTMI to carry out such functions.
