Early Wednesday, October 29, 2025, President Joseph N. Boakai departed Liberia for an official state visit to the French Republic at the invitation of Emmanuel Macron, President of France. According to an Executive Mansion release, the President visit aims to enhance Liberia’s bilateral relations with France and promote cooperation in key areas including trade, investment, education, and infrastructure development.

While in Paris, the Liberian leader will be accorded full state honors, including a Guard of Honor Ceremony and Military Parade.  However, Boakai will also hold a bilateral meeting with President Macron at the Élysée Palace and engage members of the French Parliament to discuss enhanced parliamentary collaboration between both nations.

In addition, the visit will feature a high-level meeting with ArcelorMittal executives, focused on strengthening partnerships that support Liberia’s economic growth and job creation. During the visit, the Governments of Liberia and France are expected to sign an Agreement on Bilateral Cooperation, marking a significant milestone in the longstanding friendship between the two countries.

Following the conclusion of the visit to France, President Boakai will proceed to Dubai, United Arab Emirates, for a series of working engagements designed to further strengthen Liberia’s international partnerships and attract investment opportunities. The President is accompanied by senior government officials and advisers. According to the release, the government has appreciated the continued partnership and support of its international friends and remains focused on advancing Liberia’s global standing through constructive diplomacy and meaningful engagement. While the President is away, the Minister of State for Presidential Affairs, Samuel A. Stevquoah, III, will chair the Cabinet in consultation with the Vice President while maintaining contact with the President.
