LNP Takes Several Disciplinary Actions

The Liberia National Police (LNP) has reinforced its commitment to professionalism, integrity, and accountability through a series of recent disciplinary actions against officers involved in misconduct. In a press statement issued on Monday, July 14, 2025, LNP said those steps follow investigative reports submitted by the Professional Standards Department, addressing various violations, including administrative policy breaches and abuse of authority across different divisions.

Abuse of Authority & Unlawful Detention:

CPL. Washington Wesseh has been suspended for two months without pay for unlawfully detaining a complainant, Mr. Dwokule Peter, and withdrawing $100 from his mobile money account, with a failure to account for $60 of the transaction. This action violated sections 6.1.3 (Abuse of Authority), 7.1(m), and 8.1(c) of the LNP Disciplinary Regulation (2016). For reinstatement, CPL. Wesseh must submit a receipt of restitution for the $60.

Prolonged Absence Without Leave (AWOL)

Superintendent Madee K. Wongbay has been reassigned due to ineffectiveness stemming from 117 days of absence without approved leave.

Restitution & Compliance Completed— Patrol Officer Esther L. Flomo (LNP-4162) has been reinstated after serving her suspension and reimbursing $200 to the complainant, Ms. Cynthia N. D. Woods. This case has been closed upon her compliance

 Financial Indebtedness & Noncompliance with PSD Commitments

Patrol Officer Albertha T. Williams has received an indefinite suspension without pay for failing to meet debt settlements totaling $675 owed to Officer Ophlia O. Lanieyo and $50 to Ms. Tenneh Jones. This action breached Sections 6.1.3 and 5.1(p) of the disciplinary regulations. Her reinstatement is conditional on full repayment, supported by validated receipts.

Failure to Cooperate with Internal Investigations  

Several officers have been suspended indefinitely without pay for their refusal to comply with repeated summons from the Professional Standards Department: Patrol Officer Jack D. King – To restitute $450, Patrol Officer Aaron Nebo – To restitute $465, Patrol Officer Ephraim Bundeh – To restitute LRD 56,000, Patrol Officer Lawrence Labrod – To restitute $300, Patrol Officer Jerry Doe – To restitute $375. These officers violated Section 6.1.3 (Abuse of Authority) and Chapter 6.2.2 of the Revised Manual, categorized as Annex III: Category C & D. Conditions for their suspension include cooperation with investigations and submission of validated payment receipts.

Personal Misconduct & Financial Fraud

Patrol Officer Andrew M. Falika has been suspended indefinitely without pay for failing to fulfill a financial obligation of LRD 8,700 to Ms. Hawa David. He violated Section 5.1(p), Section 7(o) of the Disciplinary Regulations, and Section 22.90(xv) of the LNP Act of 2015. The case will be closed upon his complete compliance. Summary of Recent Exonerations and Disciplinary Actions by the Liberia National Police, Exonerations Due to Lack of Evidence: Supt. Samson K. Sieh and C/Insp. Sylvester N. Dopoh was exonerated regarding allegations of property demolition related to Calvary Baptist Church due to insufficient evidence. The involved parties are recommended to pursue legal channels for resolution.

 Restitution Compliance & Reinstatement:

Patrol Officer Jude F. Kolongo has been reinstated after completing his suspension and reaching an agreement with the complainant, Mr. Chris Yoko, to waive further medical expenses. The case is considered closed following confirmation of the medical bill payment by the LNP.

 Cell Phone Seizure & Financial Allegation Investigation:

CPL. Doronu Togbah and Patrol Officer Ralph Gaye have been suspended for one month without pay due to misconduct involving the seizure of Ms. Rejoice Morris’ phone and an alleged theft of $1,500. They are named as persons of interest in a possible criminal investigation, and the case has been referred to the Crime Services Department. The Liberia National Police emphasizes its commitment to ethical conduct, accountability, and building public trust through transparency.
