The Head of the Liberian Legislative Delegation attending the Second General Conference of the Asian-African Parliamentary Council (AAPC), Johnson Samuel Nagbe Williams, Sr., has reaffirmed Liberia’s commitment to strengthening parliamentary diplomacy and promoting deeper cooperation among Asian and African nations.

Delivering Liberia’s official statement Tuesday at the conference held in Benghazi, Williams conveyed warm greetings and best wishes from the Speaker of the House of Representatives, Richard Nagbe Koon, and the entire membership of the 55th Legislature.

“It is a great honor and privilege for us to participate in this Second General Conference of the Asian-African Parliamentary Council here in the historic city of Benghazi,” Rep. Williams stated, while expressing appreciation to the Government, Parliament, and people of Libya for the hospitality extended to participating delegations.

The Liberian delegation is headed by Rep. Johnson Samuel Nagbe Williams, Sr., Chairman of the House Committee on Judiciary. Members include, Samuel N. Brown, Chairman of the House Committee on Commerce and Industry, Mustapha Waritay, Co-Chairman of the House Committee on Hydrocarbons, Mr. Robert Benjamin Haynes, Director of Press and Public Affairs, House of Representatives, Mr. Frederick G. David, Deputy Chief of Staff in the Office of the Speaker.

Addressing delegates from across Asia and Africa, Rep. Williams emphasized the critical role of parliamentary diplomacy in advancing peace, security, democratic governance, and sustainable development.

He noted that countries across both continents continue to face pressing challenges including economic uncertainty, climate change, youth unemployment, migration, security threats, and the strengthening of democratic institutions.

“These challenges transcend borders and require collective parliamentary actions, mutual understanding, and strategic partnerships,” Williams stressed.

The Head of Delegation outlined Liberia’s priorities for stronger cooperation, including, trade and investment, education and technology transfer, infrastructure development, energy security and climate resilience and youth empowerment.

He emphasized that stronger partnerships among Asian and African countries have the potential to unlock new opportunities for economic growth and social advancement.

In a significant gesture, Rep. Williams conveyed Liberia’s support for the second-term bid of members of the Executive Bureau of the Asian-African Parliamentary Council.

He concluded by reiterating greetings from Speaker Richard Nagbe Koon and members of the 55th Legislature, while expressing confidence that the conference will produce meaningful outcomes and enduring partnerships for participating nations.

The Second General Conference of the AAPC opened Monday in Benghazi and continues through Tuesday. The Council was established following its inaugural conference in Beirut in September 2025 to enhance parliamentary cooperation between Asia and Africa.
