Former Information Minister and Liberia Maritime Commissioner, Lenn Eugene Nagbe, has called on the Liberia National Police (LNP) to conduct a preliminary investigation into the death of the late Cletus Noah.

In communication addressed to the Inspector General of Police Gregory Coleman dated May 8, 2025, Mr. Nagbe formally requested a preliminary investigation, to establish the existence of foul play, if any, into the death Noah, who reportedly passed away on 4 May 2025.

Nagbe said the death of Cletus Noah is deeply distressing, but has now become a source of a personal attack on his character by the brother of the deceased, Mr. Cain Tozo.

“On 7 May 2025, Mr. Tozo contacted me via WhatsApp message and made a number of outrageous accusations, suggesting among other things, that I along with former Finance Minister Samucal D. Tweah, and others he referred to as “henchmen” were somehow involved in the death of his brother, Mr. Cletus Noah.  Mr. Tozo went on to threaten me, saying that I should “wait for the burial’ and that ‘he is coming for me’.  Kindly find attached, screenshots and a transcript of the WhatsApp conversation between Mr. Tozo and me, as evidence of the allegations and threats made by Mr. Tozo. These allegations are both serious and damaging, not only to my reputation, but also present a threat to my personal safety and security,”Nagbe told the Police IG.

According to the former government official, to ensure that the truth is established and to dispel any misinformation or suspicion, he was formally requesting that the Liberia National Police (LNP) conducts a preliminary investigation into the death of Mr. Cletus Noah to determine whether or not there was in fact any foul play, let alone if he’s implicated.

As part of the Police’s investigation into this matter, Nagbe, who included a telephone number in the communication, encouraged the LNP to contact Mr. Cain Tozo, to ascertain the source(s) and veracity of his “outlandish accusations” levied against his person.

“I believe that a formal investigation by the LNP will not only help establish the facts but also provide much-needed clarity and closure to the grieving family of Mr. Cletus Noah. I am available, should the LNP require any further clarification around this matter. Thank you for your attention to this matter,” Mr. Nagbe’s letter concluded. The late Cletus Noah was the former Chief of Office Staff to ex-Finance Minister Samuel Tweah.
