Speaking at the launch of the 2025 policy brief on governance and anti-corruption in Monrovia, on October 10, 2025, Naymote Partners for Democratic Development Executive Director Eddie Jarwolo said Liberia’s future rests on accountable institutions and a government that delivers for its people. According to him, there is an urgent need for the government to decentralize services and digitize governance to ensure citizens receive the necessary services to drive transformation and efficiency in government service deliverables across the 15 counties of Liberia.

He noted that the 2025 policy brief on governance and anti-corruption is a comprehensive analysis of the early implementation of pillar four of the government’s ARREST Agenda for Inclusive Development. The report highlights both the progress and challenges that must be addressed to achieve the ambitious 2025 goals on governance and accountability. The policy brief uncovers that 60.7% of core services at the county service centers remain unavailable, while 85.7% of centers still rely on manual processes to carry out the transactions of services, making them inefficient and ineffective.

Executive Director Jarwolo emphasizes that without the integration of digital solutions through high-impact interventions, including decentralizing biometric ID printing nationwide, adopting e-Procurement, enforcing stronger anti-corruption measures, and fully operationalizing revenue-sharing regulations to meet citizens’ satisfaction, governance will falter. He is quoted as saying, “The test of governance is not in policies written on paper, but in the lived experience of the citizens.” The 2025 policy brief on governance and anti-corruption brought together civic society organizations, representatives of the European Union, the Swedish Embassy near Monrovia, and representatives of the line ministries and agencies of government.
