The Plenary of the House of Representatives on Tuesday, March 4, 2025 mandated a joint committee comprising the Committees on Investment and Concession, Public Works, Contracts & Monopoly and Judiciary to conduct an investigation into the Public Procurement & Concessions Commission (PPCC), the Minister of Justice and the Minister of Public Works regarding US$100 million and an additional US$20 million investment contract signed between the Government of Liberia(GoL) and East International Construction Company.
The decision was triggered following the appearances of the Minister of Justice, Cllr. N. Oswald Tweh, Deputy Minister of Public Works for Technical Services, Prince D. Tambah and the Management of the Road Fund.
Several lawmakers raised concerns over the contract award process, citing revelations from the PPCC that it has no record of East International in its possession.ย Given these concerns, the joint committee has been tasked with conducting a thorough probe and report back to Plenary within two weeks.
Additionally, East International Construction Company will be required to present a design for the ongoing RIA Road Construction Project.ย This investigation seeks to ensure transparency and accountability in public infrastructure contracts, particularly those of significant financial magnitude.
Meanwhile, the House remains committed to upholding due process and safeguarding national interests in all investment agreements.
