Corruption ‘Reported’ At Monrovia City Corporation…FIA Investigates Mayor

The Financial Intelligence Agency (FIA) of Liberia is in the process of investigating alleged acts of corruption at the Monrovia City Corporation (MCC) after receiving a tipoff from sources.  In a letter addressed to MCC City Mayor John Charuk Safa dated May 28, 2025, the Financial Intelligence Agency (FIA) said it gathered intelligence on several activities of the City Corporation which are weighty for investigation.

The FIA intelligence includes information on arbitrary deduction of employees’ salaries, issuance of fictitious receipts to taxpayer, ghost employees on the payroll, repeated names on the payroll, amongst others. The FIA requested from the mayor’s office the following documents to aid in the analysis and investigation:

  1. MCC domain payroll from the Ministry of Finance for March 2024 to present
  2. MCC payroll submitted to the Civil Service Agency
  3. ALL MCC payroll submitted to banks beginning March 2024 to Present
  4. AL. MCC bank accounts details (accounts number, title, banks name)
  5. ALL other payroll that are necessary for our financial investigation
  6. Copy of Al. MCC receipts issued to taxpayers beginning January 2025.
  7. All internal investigation report
  8. MCC e-Platform for payments from March 2024 to Present

Meanwhile, the FIA’s said its request is reliant upon section 67.3 (3) of the Financial Intelligence Agency Act, 2025, and the requested documents are needed by today, Monday, June 2, 2025.  “Please note that your failure to submit these documents to the FlA will render you complicit to suspicion and the FIA will render an opinion from an objective factual circumstance. The FIA can assure you of speedy, impartial, and transparent analysis and investigation into the matter,” the letter stated.
