China Union Concession on Wednesday, August 27, 2025, promised to pay US$1 million as part of the arrears owed to the Government of Liberia.  The Chinese company, represented by its Deputy Managing Director, Kim Sheng, appeared before the House Committee on Investment and Concessions to answer questions regarding its outstanding financial obligation.

Sheng promised to make a US$1 million payment before the close of Wednesday and work with the government on how to pay the balance arrears. He said the company’s delay in paying the arrears was due to operational challenges that caused them not fulfilling their obligation to the government.

During the hearing, LRA Deputy Commissioner for Technical Affairs, Gabriel Y. Montgomery, informed the lawmakers that the company owes the government several million dollars with longstanding arrears. The House Chairman on Investment and Commission, Representative Foday Fahnbulleh, indicated that all concession companies operating within the country should honor their commitments to ensure that Liberia’s natural resources translate into real development gains.

“The people of Liberia deserve full benefits from concession agreements and the House of Representatives will ensure that every cent due the government is collected,” he stated.

Members of the Joint Committees warned the company that their failure to comply fully with the payment plan could lead to further legislative action, including possible sanctions or a review of the company’s concession contract. The Committee promised to continue its concession review exercise to make sure those companies in Liberia meet their obligations.
