On Friday, November 7, 2025, Finance and Development Planning Minister, Augustine Kpehe Ngafuan, submitted the draft 2026 national budget to the Legislature on behalf of President Joseph Nyuma Boakai. The financial document is in the tone of US$1,211,085,227 (one billion two hundred eleven million eighty-five thousand and two hundred and twenty seven United States dollars). The Budget was formally presented to House Speaker Richard Nagbe Koon.

According To The draft 2026 Budget, domestic revenue accounts for US$1.13 billion (94%), while external resources represent US$72 million (6%). Domestic revenue projections include Tax Revenue of US$726.97 million, Non-Tax Revenue of US$83.92 million, Mittal Sign-on Bonus of US$200 million, and Contingent Revenue of US$28 million.

The proposed budget prioritizes investments that align with the ARREST Agenda. It allocates approximately US$280 million to projects under the Public Sector Investment Plan (PSIP)—a key pillar of the Administration’s development framework focused on Agriculture, Roads, Rule of Law, Education, Sanitation, and Tourism.

In His Budget message to the Legislature, President Boakai commended lawmakers for the timely passage of the Fiscal Year 2025 National Budget, which facilitated a more effective and transparent implementation of government programs. He urged the Legislature to ensure a timely and transparent review and approval of the budget, emphasizing the importance of maintaining legislative due diligence and accountability in the process.

The Projections In the budget are great, especially realizing 94 percent from domestic revenue and 6 percent from external sources. This signals that tax collections will be rigorous. This draft budget reads well; when it is enacted into law, we hope it will be transparent, accountable, efficient, and one that aligns with the country’s priority goals as contained in the ARREST Agenda.

It Is Our expectation that the Legislature will review the draft budget with an open mind, ensuring that government’s priority areas, such as education, health, security, agriculture, tourism, roads, among others, are given attention and not a budget that gives back to themselves in huge salaries and allowances. This budget can only be seen in the real sense of a good document when a clear plan for revenue generation and expenditure is utilized, thus ensuring that public funds are used effectively and that waste is minimized.

We Encourage The government to use the 2026 national budget as a start to promote equity and social justice, as well as provide essential services to the underprivileged and those who feel marginalized. By doing so, we believe that the budget will serve its purpose.
