The Civil Service Agency (CSA) has presented comprehensive Personnel and Credential Verification Reports to the Liberia Agricultural Commodity Regulatory Authority (LACRA) and the Cooperative Development Agency (CDA). According to a press release dated September 29, 2025, this action signifies a pivotal advancement in the ongoing initiative to strengthen human resource management within Liberia’s public institutions.
During the presentation ceremony on September 26, CSA Director-General Josiah F. Joekai Jr expressed his appreciation to LACRA Director-General Dan Saryee and CDA Registrar General Lwopu G. Kandakai for their proactive collaboration. He emphasized that such verification processes are a fundamental step that any good manager or leader would want to take.
According to him, the findings underscore the urgent need for continuous monitoring and institutional reforms to uphold workforce integrity and promote service delivery excellence. He further reaffirmed the CSA’s commitment to assisting government institutions in building data-driven human resource systems and cultivating a culture of meritocracy.
He said key findings for the Liberia Agricultural Commodity Regulatory Authority (LACRA) indicated that 76 personnel files were reviewed, updated, and standardized, achieving an 83.52% compliance rate with national standards. Furthermore, a physical headcount confirmed 76 active employees, while the audit identified six anomalies related to unreported absenteeism and potential ghost workers.
Regarding credential verification, out of 76 employees, 64 staff members, representing 84.21%, possessed verifiable credentials. Two cases, or 2.63%, were flagged for unverifiable documents, and 13.5% of staff presented no credentials at all. These findings highlight the necessity for continued monitoring and stricter enforcement of credential policies to maintain workforce credibility.
For the Cooperative Development Agency (CDA), the key findings revealed that 71 employee records were reviewed and updated, resulting in a 100% compliance rate with national HR standards. The headcount and attendance audit verified 71 active staff members and discovered two anomalies, like LACRA, involving absenteeism and potential ghost workers.
In the credential verification process, 65 staff, or 92%, were confirmed to have legitimate credentials, while three staff members, accounting for 4%, were flagged for possessing unverifiable or forged documents. The CSA anticipates continued collaboration with LACRA, CDA, and other public institutions to advance the principles of good governance, accountability, and professional excellence.
