The Environmental Protection Agency (EPA) says it is prepared to host the National Dialogue on the Carbon Market. The dialogue runs from August 21–22, 2025, in Ganta, Nimba County. Speaking on Tuesday, August 19, 2025, EPA Executive Director Emmanuel K. Urey Yarkpawolo said the dialogue will bring together county superintendents, development superintendents, ministers, heads of government agencies, civil society organizations (CSOs), development partners, women, and youth leaders, among others.

According to him, the National Dialogue is intended to provide a platform for all voices to be heard, as feedback and recommendations gathered will be integrated into the draft Carbon Trading Policy, which will then move to a validation stage before finalization.

He said following the validation of the Pathway to a Climate Change Law, the next step will be the drafting of a comprehensive Climate Change Law.  “This law will not only enshrine the Carbon Trading Policy but also establish a clear legal framework for climate governance in Liberia,” he said. Dr. Yarkpawolo further disclosed that the dialogue will provide the rules, institutions, and enforcement mechanisms needed to guide climate action, regulate emissions, and ensure that carbon market benefits are shared fairly, particularly with forest-dependent and vulnerable communities.

The EPA boss noted that Liberia is committed to building a transparent, accountable, and inclusive carbon market system that safeguards our forests, uplifts communities, and positions the country as a credible player in global climate finance.

Meanwhile, the EPA and partners call on citizens, civil society, and stakeholders to actively participate in this process. “Together, we can ensure that Liberia’s natural wealth becomes a source of resilience and prosperity for generations to come,” Yarkpawolo said.
