The National Youth Congress of Unity Party (UP) has refuted media reports linking the party’s National, Chairman Rev. J. Luther Tarpeh, to a listing of names sent to the Central Bank of Liberia (CBL) with a mandate to employ.

Recently, a local newspaper published a communication addressed to CBL Governor Aloysius Tarlue, dated April 23, 2024, in which Chairman Tarpeh was linked to the approval of the names of 13 persons, bringing the total number of recommended partisans to 32, for employment with the bank.

But in a press statement issued Wednesday, June 19, 2024, the National Youth Congress said the claim against its national chairman is a gross misrepresentation of the facts.

“Our review of the list and research has established that all individuals mentioned on the list are all employees and contractors of the CBL; with some with over ten years of professional service experience at the CBL,” the statement said.

The UP National Youth Congress said the recent transfer of staff at the CBL was consistent with the transfer and replacement policies outlined in the CBL Revise 2017 Employees Handbook, Sections 16.2 and 16.4 respectively.
The statement disclosed that Section 12 Subsection 1 of the Amended and Restated Act of the Central Bank of Liberia titled: Responsibility of the Executive Governor, argues that the Executive Governor of CBL has the authority to manage the day-to-day activities of the bank, take all actions including appointment of CBL’s staff and agents.

The statement argued that staff rotation has always been done in the CBL and some of those on the acclaimed listing had been previously transferred from their professional roles during the administration of former president, George Weah.

“It could not therefore be stated now that this traditional administrative practice was triggered by a purported listing sent to the CBL by our diligent and steadfast National Chairman,” the statement said.
Accordingly, the group said it is aware of the actions and maneuvering of certain officials of the CBL, who are fighting daily to undermine the transformational and professional work being done by the current Executive Governor, J Aloysius Tarlue, since his appointment by former President Weah in 2020.

“Following the recent staff rotation at the CBL, the UP National Youth Congress maintained that the bank’s Deputy Governor for Operations, Nyemadi Pearson, wrote an email challenging the authority as assigned by the CBL Act and the Human Resource Handbook.”
“Pearson wrote that the Executive Governor would have to break down the doors of the offices and take out the transferred staffs.”
