The Chief Justice of the Supreme Court of Liberia, Yamie Quiqui Gbeisay Sr., has appointed a new leadership for the Judiciary’s Public Defense Program in a move aimed at strengthening legal representation for indigent defendants across the country.

The appointments were announced in a memorandum dated July 1, 2026, and signed by the Administrator of the Supreme Court of Liberia, William B. Kollie Sr.

According to the memorandum, Bestman D. Juah has been appointed as National Coordinator of the Public Defense Program, while Florence G. Harris has been named Deputy Coordinator. The appointments take immediate effect and form part of the Judiciary’s efforts to enhance the administration and coordination of the Public Defense Program, which provides legal representation to individuals who are unable to afford private counsel.

In the memorandum, Court Administrator Kollie called on all judges and magistrates throughout Liberia to extend their full support and cooperation to the newly appointed officials as they assume their responsibilities.

“All Judges and Magistrates are urged to accord them the support and cooperation needed in the discharge of their new responsibilities,” the memorandum stated.

The Judiciary also congratulated both appointees and expressed confidence in their ability to effectively lead the Public Defense Program in advancing access to justice and ensuring the protection of the constitutional rights of indigent defendants.

The appointments are expected to reinforce the Judiciary’s commitment to strengthening Liberia’s justice system by improving the delivery of public defense services and promoting equal access to justice for all citizens, regardless of their financial status.
